About the Unione
The Unione _ made up of 15 municipalities _ was established according to art. 32 of legislative decree no. 267/2000, consolidation act. The deed of partnership was signed on 15.12.2001.
ACTIVITIES, INTERVENTIONS AND PROGRAMMES that are being planned and/or carried out:
• School canteen and transport management, supply of further motor vehicles;
• Broadband wireless system;
• Online cadastral maps and establishment of a local land registry office;
• Civil defence intermunicipal plan and back-up measures for each municipal voluntary team;
• Integrated system of social security;
• Portal of the Unione and every single municipality;
• Promotional tourist brochures;
• Detailed and wide-spread tourist information;
• Participation in promotional and cultural events;
• Improvement of the local path network;
• Consortium management of public rural roads;
• Intermunicipal road improvements
• Environment management system (environmental certification)
• Territorial planning for antenna installation (Regional Law 19/2004);
• Management of funds concerning the Sollievo Temporaneo and Loisir projects.
STATUTORY FUNCTIONS (art. 2 of the statute)
• Computerization of the offices and activities of the associated bodies;
• School services, meals and transport;
• Tourism and promotional events;
• Civil defence;
• Environment local protected areas;
• Functions connected to the purposes of Regional Law 19/2004 as a consortium of municipalities in a hill area.
NEW FUNCTIONS are being considered; for example:
• Local police;
• Local taxes (management).
Furthermore the statute needs some updating and revision; for example:
• Choice of the logo of the Unione;
• Officialization of the conference of the mayors (standing advisory committee).
Some paragraphs from the statute
The Unione, according to its own competences, carries out the following functions in order to improve the quality of the supplied services, resolve financial, social and territorial imbalances that are present within its ambit, as well as optimize its financial, human and instrumental resources:
• Computerization of the offices and activities of the associated bodies;
• School services, meals and transport;
• Tourism and promotional events;
• Civil defence;
• Environment local protected areas.
Since the Unione is a consortium of municipalities in a hill area, as defined in Regional Law no. 16 28th February 2000, it binds itself to carry out the principles and purposes stated in such law.
• The Unione can be given further functions by a modifying resolution of the present statute; such resolution is to be adopted by all the member municipalities.
• The Unione guarantees the participation of local communities, conforming to the principles of democracy, solidarity, subsdiarity, transparency, effectiveness, and inexpensiveness.
• The Unione pursues collaboration and cooperation with all both private and public subjects; also it fosters the participation of the citizens, the unions, the social and financial forces in the administration.
The prime objectives of the Unione are:
• To promote social-economic development through a well-balanced structure of the territory, in keeping with the respect and protection of the environment and of citizens’ health;
• To harmonize its own competences with citizens’ general requirements, with an even employment of the resources;
• To promote the landscape, the environmental, linguistic, historical, artistic, and cultural heritage of the member municipalities;
• To observe the principle of equal opportunities between men and women, within the functions carried out both inside the Unione itself and on territory, in the relations with other bodies and organizations;
• To develop and promote peace, tolerance and solidarity;
• To obey to the principles and rules of the European Charter of local self-government.
